All-Hazard Planning Program

The All-Hazard Planning Program has the primary responsibility of providing planning guidance and assistance to state departments, agencies, and local governments in the development and maintenance of all-hazard emergency operations plans (EOPs). This program oversees the maintenance of the State of Missouri EOP, assists local government in maintaining their jurisdiction's all-hazard EOP, and issues state and local planning guidance.

The State of Missouri Emergency Operations Plan was developed by the SEMA in conjunction with other state agencies. It is designed to promote the coordination of statewide emergency services and the use of available resources to minimize the effects of a major disaster (natural or otherwise) on life and property of the citizens of Missouri. Within this plan, coordination of emergency response and recovery activities have been designated to state officials and state departments or agencies.

Local emergency operations plans have been developed for all 114 counties in the State as well as numerous cities. SEMA provides planning assistance for jurisdictions in the state for the development and maintenance of their all-hazard EOP.

The "Missouri All-Hazard Emergency Planning Guidance" was developed by SEMA to assist state and local governments in the development and maintenance of their all-hazard emergency operations plans. The purpose of this guidance is to help state and local governments ensure that their EOP's meet fundamental planning requirements. This document is available on SEMA's website under Publications.

Hazardous Materials Planning

SARA Title III program (hazardous materials to include radiological) provides funds for training state and local jurisdictions' and first responders on hazardous materials planning, response, and incident management. The planning requirements for hazardous materials are included in the "Missouri All-Hazard Emergency Planning Guidance," under Annex H.  The Planning & Disaster Recovery Branch works closely with the Missouri Emergency Response Commission (MERC) staff, which is also housed at SEMA, as well as Local Emergency Planning Commissions (LEPCs).
