The Mission Statement of the Disaster Recovery Partnership:


The mission of the Disaster Recovery Partnership is to aid Missourians' recovery plans by developing and implementing a holistic approach to disaster recovery, maximizing public and private resources to facilitate an efficient and effective integrated system addressing human services, housing, infrastructure, community and economic development issues.

Vision Statement of the Disaster Recovery Partnership: The Disaster Recovery Partnership acts to enhance Missouri's ability to plan and prepare for, mitigate against, respond to and recover from any disaster so that all Missourians, directly or indirectly affected, may be associated and empowered in their recovery.

Missouri Voluntary Agencies Active in Disaster (MOVOAD)

Who and what is MOVOAD? MOVOAD's main goal is to increase cooperation, coordination, communication, education and to improve disaster legislation. To bring together National Voluntary Organizations Active in Disaster to foster more effective service through mitigation and response for the benefit of people affected (imperiled and impacted) by disaster through:

  1. Cooperation: To create a climate of cooperation at all levels (including grass roots) to provide information.
  2. Coordination: To coordinate policy among member organizations and to serve as a liaison, advocate and national voice.
  3. Communication: To disseminate information through the newsletter, the director,research and demonstration, case study and critique.
  4. Education: To increase mutual awareness and understanding of each organization.
  5. Convention Mechanisms: To arrange for such meetings and conferences as necessary to accomplish the purpose of MOVOAD.
  6. Legislation: To encourage effective disaster relief legislation and policy.

Membership of MOVOAD:

  1. Membership can be obtained by any non-profit voluntary organization having a constitutional reference and who supports an organized disaster response program. The service and resources of that organization also need to be available to all disaster victims. Representation of county and state agencies are encouraged to have liaison involvement with MOVOAD. Their advice and expertise should be sought and encouraged. These representatives serve as ex-officio members and do not hold voting privileges.
  2. Members participating and voting at any (annual/regular) meeting shall be designated representatives of participating organizations and shall have one vote. Written proxies are acceptable if presented to the chairperson prior to the meeting.
